I feel the same and ended up with a bunch of uniqlo shorts before a short vacation trip to FL a few years ago. Easy type shorts in cotton/linen and some of their stretch material. They seem to work fine and have held up well for the last 3 seasons. I just can't see myself spending money on quality shorts. I get why some people do, they just don't play enough of a role in my wardrobe.While I don't hate shorts, I've largely stopped wearing them when going out for social reasons - maybe a few times a season a most in super casual settings. I usually only wear them when exercising, lounging around the house or when running errands in hot weather.
I've bought two pairs of mall brand shorts (a navy pair from Uniqlo and a white patterned pair from Club Monaco) since caring more about clothes / getting into SWD, and I think they're enough to serve my needs for a good long time. I don't think I'll ever go out of my way to buy a "quality" pair.
