Do we know, has Alden resumed production given the outbreak? I remember reading awhile back they did shut down due to quarantine, but has that changed since?

Yes, they're back although just wrapping up their Summer break. I believe they're back from break on Monday

They reopened in early June. I had two pairs in for refurb from Feb that I got back a couple weeks ago as well as a new makeup that just got sent out. Seems like they’re catching up quickly.

Have your Alden refurbs ever come back too tight? Do they replace the welt or use the existing welt (providing that it is in good shape)?

That's great to hear. I'm still waiting for my shoes that ripped apart from the upper and sole. I sent them in late May to be fixed.

They always replace the welt. The last is inserted and then it is re-welted and so forth. I have had them come back tight and snug. I have a pair there now that I hope come back tighter.
