the plasticy bell ross watch looks like something you can find in the clearance bin at walmart for $10, very cheapo looking

How does one know elapsed time when the rotating bezel is unmarked? IWC PD Ocean 2000 and the German Bund version is like that as well.

It is the FF that Blancpain made for the Bundeswehr (specifically Kampfschwimmer) in the mid-Seventies (and later was replaced by the mentioned IWC/PD). As far as I know, the design is unique to this very model - and I adore it.
