strange seam/dart: tailoring question

So I picked this jacket up off of the internets to get a better idea of the maker's product. I couldn't help but notice that it has somewhat strange seams or darts that extend from the collar down under the lapel in the direction of the lower pockets. Each is maybe four inches in length and has pad stitches on both sides. The seams/darts are only visible if you flip over the lapels.

So, what the hell are these and what purpose do they serve? Thanks in advance.

The purpose of this dart is to shorten the strap, give a little more chest to the jacket, hold the jacket closer to the chest and the collar closer to the neck. Some makers use this, many don't.

Thanks so much for the explanation. Can you tell me what exactly the strap is?

The length from the shoulder seam to the button along the breakline (roll of the lapel) of the lapel. Making the dart makes this shorter.
