The B&S forum here has an insane reverse auction structure: the seller starts with an unrealistic high price and keeps cutting--almost daily--until it sells. The trad sale thread at Andy's, actually an "exchange" thread, sometimes works that way. However, since an ad doesn't disappear into page 93 a few hours after posting, more potential buyers can view it at the original price, buyers who aren't conditioned to let the price drop 60% before pulling the trigger. The resellers at Andy's also claim to be "cleaning out their closets".

They implemented a fee structure that made no sense. Designing and tuning a marketplace is not an easy task, and it must be designed carefully. And after it's been implemented, it takes a while to tune.
They completely halted whatever momentum they had at that time when it got started when they decided to charge fees for posting in there.
