That comment was made in reference to guys with particularly low bodyfat percentages, not your everyday joe. It's not that hard to pack on mass but it is rather difficult to pack on only lean mass. For reference, http://www.repetrope.com/men/competi...ImageID=185793 This is 180 pounds approximately (contest photo build) at 5 ft 7 with a low body-fat percentage.

Going out on a limb here, I'm guessing your friends with 24" waists don't look like that. In fact, I'm pretty sure that space time would implode if someone 5'10" 150 looked like that, with any waist size.
