Yes, because everyone in England wears a bowler hat and full three piece suit, even when working in factories.
he just hangs around, being friendly and behaving like you'd expect an owner of an establishment to behave.
My goodness! Not only should his business be shunned, but his establishment should probably be burnt to the ground and some physical blows delivered about his person.
So I finally met the owner of the pub I frequent, and it turns out I have seen him occasionally without me knowing he was the owner. This guy is an Englishman, I gathered this from, well, the pub decor and by conversations with the general manager and staff.
Are you in SF op? If so, with that climate he is quite correctly attired. People in England only ever wear 3 piece suits and bowler hats because of the damp, chill weather. Once removed from this environment there is no need to wrap up, or even wear long trousers.

You must be joking if you think that SF is not damp and chilly this time of the year, even if occasionally.
bringusingoodale;4118128 I know he can dress however he wants. But he seems to want to stand out by looking like a schlub. I don't mind much when people affect an "overdressed" mein said:See most of us care about how the barmaid is dressed. You worry about the owner.
I now understand why people wanted Don't ask don't tell.
