I'm saying that when you see it on a big time CEO, in front of congress, it's closer to being "the right way".

Why not? Working buttonholes cost more to add to an unfinished sleeve than non-functional buttonholes. Pre-finished suits with surgeon's cuffs tend to be more expensive than ones without (a category which includes every bottom-of-the-barrel clothier you might care to name). Why spend extra money to get something "functional" if you never perform the "function" you paid for?
