I know this has been beaten to death, but searching the archive I couldn't find an exact answer.

I know there are several lines of Isaia products and I am always confused by them.

I saw a jacket that had wonderful sewing but the tag did not have a "Gianluca" on it.

    It said:
"ISAIA" with "napoli" in small letters inside the Isaia part. In the range of Isaia products where is this line, 'gianluca' was not in the label.

The label you're describing belongs to the lower-end, fused line. Good deal on sale, not so much at MSRP. However, the sewing does make me wonder, since the Napolis have little or no handwork as far as I know.

I must be doing the canvassing test wrong , if I pull under the pocket, in the chest, and lapel there are 3 distinct items. The lapels have pick stitching. I can't tell how it is attached.

Correct. This is the secondary, lower end label.

    Gianluca Napoli, lower line.

Isaia Napoli, higher line. Some labels have the word "Gianluca", some don't. They are the same line regardless whether the word "Gianluca" appears on the label or not. As long as the word "Isaia" appears on the labels, they are the higher line.

That black label is indeed hand-made line ISAIA but as hand made as Enrico Isaia.
