The 'protrusion' is the welting strip - on the other pair, they are constructed using a brass screw tack method, which removes the need for a welt.
It's rather rare to see. Both methods cost the same. If you get a welted construction, then you can either get a leather or a rubber sole. It is the same thickness either way.
The buckle boot is not a wholecut construction either - the chelsea's are made of a single piece of leather with one seam at the back.
If you want shoes for work, I heartily reccomend Crockett and Jones. 220 Pounds, or thereabouts, and rather good quality, they come in a variety of styles and lasts. Have a look at the Tetbury, for a boot. They also do a chelsea and a johdpur.
Thier is even a gentlemen on MC forum that is making handmade, handwelted boots for about 300 pounds. They are beautiful shoes and have great construction, with a bevelled and fiddled waist.
