Are these Brooks Slacks too tight?

Post a picture of the front and/or side, too. One sign that the seat is too small is front pockets that pull or gape.

Half expected to see you standing in front of urinals.

If it feels like the pants are too tight in the seat, then they are too tight in the seat.

They don't look too tight, but if they feel too tight then maybe they are.

Legs look right, the backside seems a bit tight. You also seem to be wearing them rather high... front pic? and indicate where your bellybutton is too please, might help.

if he pushes the waist down on the hips, then the crotch will sag and droop down.

The pants fit great through the thigh and seat.

There seems to be a little khaki diaper butt going on. Your shirt may be too long and too wide. The extra fabric can bunch up in your pants, when they are tucked. It's either the shirt or your boxers are too baggy.
You may need to have the shirt taken in or shortened slightly.
