I agree with this to a point, and I do allow it. But I am not going to be the one to call someone out on their character flaws, especially if I do not know them well enough to bring up something as deep rooted as insecurity. Most of the time, as an avid observer, I choose to ignore it only because I feel as though it isn't worth stewing over. Unless it comes from a repeat offender.

Subordinates or direct reports that do not reply to my email.

Such a situations always resolves itself one way or another
