Uniqlo's biggest shirt size XL is skimpy for a 17inch neck and the cut is slimfit. Knitwear is fine for size. Jackets too small. I have not attempted to try their trousers I just assume they would be too small.
Useful info. I'm a 43" chest with a 17" neck and found a large is fine in knitwear, and just about okay on a cotton blazer. No problems with trousers and my 38" waist, but I've avoided anything marked skinny fit or low-rise.
