Believe that's one of David Windsor's brothers. Not certain which one without looking it up.

Sothebys normally has some stock of more recent back issues for sale, but when a particular catalogue becomes a collector's item or especially useful as a reference for the art market (typically one-collection catalogues), they become hard to find. Antiquarian booksellers specialising in books on art and antiques will probably be your best shot.
