The Medical Examiner/Coroner (Duckie) has some good bow tie style, though.

But David McCallum has always been a stylish man, and the character is Scottish, so lots of checks, plaids and bowties.

Gibbs is a good shout from current TV shows. His 'style' is a bit enigmatic to me. As a dedicated hoorah former marine you might expect him to be a bit more meticulous about his threads but it seems he goes out of his way to not just be utilitarian but outright frumpy. Overcoat, sport coats several sizes too big. Polo shirts that button somewhere near his sternum and always more undershirt showing than could ever be excused.
I quite like DeNozzo's look some days but it's evolved some way from his roll neck sweaters in the early shows. I always cringe on behalf of the SF collective when I see his point collars!
I'm currently watching season 8 this week. DiNozzo has been wearing suits with what looks to me like the pocket square barely showing out of the pocket. It may be the kind that's permanently sewn in the pocket. I'm curious to see if he ever does the "Puff" thing with them. I think it'd look better.

I always though the character overdressed for what kind of job he has.

They said Mark Harmon likes a certain brand of polo shirt and they stock up on them.

Whenever I see servicemen in military garb, the white T-shirt is showing, so I could see where the Gibbs character is simply carrying that over. However, the polo shirt w/ blazer is a golf country club thing. You wear the polo golfing, then come to the clubhouse where jackets are required and throw a jacket over the polo. Arnold Palmer loves this look. So I forgive Gibbs the white T-shirt showing, but not the polo with jacket so much.

As far as the Gibbs character is concerned I think they want to put across the idea that he's obsessed with his work and doesn't worry about how he dresses. The position he's in probably requires him to dress in a sportcoat so he makes that concession. His character is anti-fashion.
