What do you think of this jacket? (Pea coat style, gaberdine wool)

What do you think? Does it look good? Its made out of 100% Gaberdine Wool (don't know if that is good either).

I am on a budget and I've been looking for a peacoat style jacket

For 100% wool, that's a very reasonable price. Don't expect much in terms of quality. The look is distinctive, due to the buttons. Whether that is good or bad is up to you.
