The debate seems to be whether Sears should provide an arbitrary closing time and force each customer to guess at how long his repair will take to determine the 'real' closing time from that, versus the store taking a look at how long it takes its mechanics to do a tire change on average and posting a time based on that?

a more analogous scenario based on mail delivery would be:

you want to ship a package from California to Kentucky that has to get there in 2 business days (but you dont want to pay the extra for overnite). Priority mail takes 2-3, and *usually* it takes 2 to Kentucky and the desk clerk tells you that "in most cases it should arrive in 2 days" but then it doesnt and actually takes 3 days leaving you pissed since you expected it to be delivered in 2.

And on top of it the box got dinged around, dropped and damaged
