Wasted Commercials

Last night while watching tv there was several commercials for small companies in Detroit, I live in Vancouver so obviously they weren't intending to target Vancouver residents. Why do these commercial spots get wasted? Why doesan't the network sell them to people looking to adverstise to Vancouver residents?

Cable, I assume? I would guess the cost in pursuing this, coupled with the need to get ads and alter the feed for each target area would be prohibitive.

In university some friends and I had the jingle to a law firm in Atlanta memorized due to commercials. We lived in Nova Scotia.

Yeah, the cable companies may just need to fill air time, or the company may have future plans to expand and want to get their name out there. I remember I used to see Sonic ads all the time, and there wasn't a Sonic within a few hundred miles of me.
