what are the tabs on incos pants right above the zipper for the fly actually for?!

called a belt keeper - feed the belt through all the belt loops, stick the prong of your belt through the belt keeper loop, then feed the loose end of the belt through the buckle, and voila! - your belt will not deviate from the middle of your waist!

You will find that tab to be particularly useful on corduroys, where the nap ones in one direction and your belt wants to slide right along with it. The loop is not so valuable on other fabrics.

FYI, In the Army, that is known as part of your "gig line"--that is your shirt placket, belt buckle and zipper all need to line up, or else you can be "gigged" for it.
