I've found some of the H&M tees to work well in this department. The sleeves don't engulf the bicep, but they don't obnoxiously cling to them like shrink wrap. At $6 a pop, it's a quality option.

Above is a video tutorial explaining how to fix the flared sleeve issue. Also, this method can be used to make the sleeves any size you want..etc. so they don't have to be this tight. And lastly you can take it to a tailor or seamstress & show them what you want & they'll fix it. (Its 100% not an expensive job).. Well hopefully someone might get something helpful outta this? ✌️
