Strongest gel/wax/even shampoo for finer hair searching for "messy look"

Alright so this is going to sound weird but I'm hoping it will help explain my situation. I have the type of hair that I do the "messy look" with. With most of the waxes I use, it looks great at first but throughout the day it flattens and falls. This, however, doesn't happen after I get out of a pool and my hair drys. When that happens, my hair can stick right up and get crazy volume. I can do what ever I want with it.

Is there some sort of wax/gel, even shampoo that can give my hair this effect all of the time? I almost think it's due to my hair drying out a bit from the chlorine. Anyone got some suggestions?
