More along the lines of the second option. It's not at all appropriate according to traditional english rules. Perhaps he's following in his great-great uncle's footsteps in trying to get rid of distinctions he considers pointless.

Morning coats are considered to be quite formal, so as cptjeff said, the latter is likely to be the case.
