For other with similar experiences:
I recently had a 21 day hold put on some paypal funds. After calling paypal and confirming (via tracking info) that the item had delivered and the buyer had left positive feed, they removed the hold within a few hours. If I hadn't called they would have likely continued to hold the funds for the full 21 day period.

thanks for the info. i called and i guess the hold is there because I used "instant transfer" from my bank account instead of using a credit card. seems counter intuitive that "instant transfer" isn't actually instant. whatevaaaaa.
