Another +1 for Germany... I've heard from my German girlfriend that it's pretty taboo to show any nationalist spirit, unless there's a major event going on. Apparently the only folks who do tend to be the extreme right wing types.

And Another -1 to Canada. Those damn mittens were incredibly popular.

BTW, the sign has poor English. It should say "You are not in Spain or France. You are in Basque Country."

Or it could be
"You are not in Spain, nor France; you are in Basque Country"

Its a negative so nor should be used.
