Is there a rule against wearing a hat without also wearing a jacket?

I think a panama can work with shirt-sleeves in summer, but generally it doesn't work.

No, there isn't. However, I recommend a long sleeved shirt with a collar if you plan on going jacket less in the fall or winter. You can get away with a lot more in the summer with a panama or a cuenca.

No. Fedora + sweater or panama + shirtsleeves is fine.

There is a rule that a top hat should not be worn with a jacket (although they used to be). They are worn with a tailcoat of some sort instead.
