Is there a rule against wearing a hat without also wearing a jacket?

I think a panama can work with shirt-sleeves in summer, but generally it doesn't work.

I wouldn't say a rule as much as it just looks incomplete.

No, there isn't. However, I recommend a long sleeved shirt with a collar if you plan on going jacket less in the fall or winter. You can get away with a lot more in the summer with a panama or a cuenca.

No. Fedora + sweater or panama + shirtsleeves is fine.

It reminds me of those scrawny unfortunate looking geeks with bad complexions who wear cheap wool felt fedoras with poly-blend short-sleeved dress shirts.

I hope not, I usually wear a panama hat on my walk to work in the summer while carrying instead of wearing my jacket.
