    that depends on the eye of the beholder
    when I saw the pictures of Pigeon it was the same reaction that I had when I saw the picture of someone wearing a hat or spectators

    I'd say unless that country starts with Transyl and ends with vania then you'll get funny looks where ever you go. Suits are one thing but capes are a whole different ballgame.

    The OP would do well to wear them with something a bit more formal than what he is now if he wants to pull it off.
