Adding side tabs isn't really a problem (provided you have fabric for this). But removing belt loops can be a bit pricey as it's sewn into the waistband. It's not as cheap as you'd hope it'd be. Call and ask for a quote.
Wool should be fine. Cotton might be an issue as you could see stitch marks where the belt loops once were. I wouldn't recommend it for chino cloth.
