No, I would not go out like this (unless I was being silly and going to some kind of fancy dress party).

Try a silk ascot under your polo shirt.

My girlfriend's father is a surgeon in Barcelona and he does it all the time. At first, it seemed a bit too dandy, but I eventually warmed up to it. You'll definitely stand out.

As far as the necktie, don't do that - unless you're trying out for a spot in Avril Lavigne's backup band.

It was de rigueur in my junior high scool - southern California circa. 1981 for about 6 months - always with a knit tie. Haven't seen it since until I saw the photos posted here.
