Looked at Lobb and Green- not impressed with the construction methods for the money… I just don’t see the $2k in either, frankly.

Who’s doing a one-piece upper and a hand-welt?

This question would probably be better suited to the classic menswear side, where they're a little bit more anal about this. Maybe tom ford would fit the bill though?

Carmina has a whole cut Chelsea, though not handwelted. Great value for money (if that matters) and you can do full customization via their 3-D design tool. watch out for custom weekend (likely April or May) when they waive single make up fee

Antonio Meccariello, he has a whole cut chelsea, handwelt (machine sewn bottom, at least for Argentum level) though last is more CM than say SLP, I suppose you can ask him to make Cuban heel. Wait time would be a while though.

if you just want a handwelt chelsea can go for the Chinese handwelt option (Oct Tenth/Yeossal) or ACME (hand last, hand welt, hand sewn bottom), would do box instead of crust though, they just can’t source crust as well as say AM. In any case I would think if you want one chelsea it would be black anyway so definitely box

I thought Goodyear welt are out (else can stick with EG/JL/GG), or we’re talking about aesthetic (or value for money like this expensive but still GYW?)

Some Indonesian makers (like Benzzein, I think?) make Chelseas to order. Check out Stitchdown.com

Yeah Benzein makes a fantastic handwelted wholecut Chelsea through their MTO program. I'm getting the feeling though that OP's more interested in designer boots than a MTO program where the client makes most of the design decisions. Also, the wait is long and despite being handmade and me liking the quality, someone who is envisionning spending upwards of 2k on a boot may find them too rugged or be irked by the small imperfections in finishing.
