Is it bad form to wear a pin stripe suit with a diagnal or wavy patterned shirt???

Not in the sense that you mean, no. IMO, diagonal stripes look like crap.

Do you mean a twill pattern shirt where the textured lines of the weave make a diagonal pattern? If so, it depends how pronounced the ribs of the twill are in contrast to the texture and pattern of the suit cloth. Usually these are somewhat dressy shirts.
