I'm hoping it wont be difficult to find a competent tailor in Chicago to recut pants correctly Should it? Any recommendations?

what kind of pants? Should cost a good deal. You will need to take in the waste and most likely taper. A pattern may make things tougher.

I've had pants done a similar amount, and as fcuknu points out it's very expensive. The tailor can't take just from the back seam, they've essentially got to take the pants apart from the outer seams. Cost about $80 - $90 when I had them done, so unless they're a really good pair might not be worth it.

These are actually for my father, but he has "blessed" all of his sons with this 10" drop. Until now he has just been buying suit separates but I wanted to gift him a nicer OTR suit and have it tailored. I'm getting a decent deal on the suit so if its <$100 I wont gripe.

3 to 4 inches is quite a bit. You're talking major reconstruction. Might as well get new pants.

Apparently, prices vary considerably. My tailor does recuts for $50.
