Is Velasquez different in length from Picasso? On the instep?

They are the same length. And instep is identical. All Artista lasts have the exact same base shape, only the toe shape differs (so even if the length of the lasts would differ, you should still have the same size, since it's heel to ball length that sets what size is right for you). All who state otherwise do it since type of model, type of pattern, type of leather etc also can affect fit.

Here's, from the left, Goya, Picasso and Velazquez, in UK8,5 on city rubber soles:

The TLB city soles are catching my eye for restaurant work. How is traction on wet floors? For example, dainites are ice skates on wet tile, granite, and concrete.

On wet marble, dainite for me is like 50/50 chance of near-death experience. TLB City soles are fine except for the heel which is also kinda slippery, the front half is ok.
But like dainite they feel a bit hard and uncomfortable underfoot, maybe not the best if you have to be on your feet all day. Mine are just a single city sole so that definitely plays a role, I guess double soles would be more comfortable.

New shoes! TLB Artista 121 Picasso brown suede adelaide oxfords MTO - 8.5E(narrow) left foot, 9E right foot - Thanks Toni.
The finishing is not perfect - slightly wiggle in the toe cap stitching, the welt stitching on the sole is not identical on both shoes. These seem a bit rushed compared to my last pair. I'd still give them an A-, and looking forward to many years with these bad boys.
Also posting a picture of another pair of brown suede I have - I thought these would be a mink brown, but they're really an Espresso color. The TLB website makes their suedes seems a couple of shades lighter.
Cheers!
