I quite not fully understand the solution described. My tailor usually lets the seat out, but never adjusts the front part.

The bottom arrow should meet the top arrow, right? So... a pleat is needed (created) or what happens to the excess of fabric? I'm asking cause I'm quite sure my tailor does not know this but if I explain to him correctly he can pull it off.
