In this photo, Pope Benedict is visiting Austria. Are these men wearing Austrian dress uniforms? Some of the ensembles seem like Hussar garb, and then you have the monumental bicorne on the crippled gentleman.

I think they could be (have some connection to) these guys:

From what I understand it is some sort of re-enactment group that normally shows up to traditional events such as balls and so on.

The Austrian Army doesn't have a parade/dress uniform like that one so it is 100%not them.

Guy on the wheelchair seems to be wearing some kind of grenadier uniform.

More importantly - Pope´s shiny new outfit is awesome! Vatican seems to be more fashion forward than I expected

Like the pope himself, these gentlemen are probably members of an "historic anachronism" society who dress up in fancy though authentic costumes and pine for the way the world used to be.

Almost certainly 'ceremonial' uniform NOT dress uniform. The former tends to reflect days gone by.

We'll not discuss the silly man draped in the blue and yellow curtain with pointed hat for fear of causing upset.

Well I suppose they are unifroms but they look more like costumes than anything else. When I think of dress uniforms I think of the navy or mariens when they have their suits on all decorated with metals and badges or a waiter or something like that, not religious figures.

When I think that some colleagues critizise me for wearing too loud ties now and then...

Morning Dress was the substitute for a while, and you can find pictures in the 80s with the PM dressed similarly for a throne speech.
