Do you think the jacket sleeve is to short?
A tad too short yes but probably no worse than many there.

Is that bow tie size appropriate or to small?
Way too small - get one to tie your self and ensure that it is bigger

What do you think of the shirt?
difficult to tell in the pictures but at a prom probably OK.

Would the plastic buttons be alright on the shirt?
At a prom yes.

Scale it 1-10
6.5

It suits you well, the notch lapel is fine and I am sure that you will feel confident in your dress.

Enjoy and don't worry that you are letting yourself down, you are not.

So I got it tailored, and a appropriate pocket square and bow tie.

What do you think? I feel it is 95% of what I was looking for... not as slim fitted enough though.

I think it looks great! You could use a better shirt though. The sleeves are too long.

Not a bad effort, but you really need a proper evening-dress shirt, preferably with a pique front and studs, as well as a self-tied silk bowtie.

you dont need any of this stuff. What I'm going to be wearing is far less "formal" than this, and compared to my peers, its far better.

Everyone i know has some ridiculous matching colored vest, and a pre-tied TIE (the long one, not a bow tie), combined with a notch lapel tuxedo that really looks like a suit.

I think a shawl or peak lapel would have been ideal, but the notch looks fine i guess. Just more generic.

The OP is obviously shooting higher than most, so yes, a formal dress shirt is called for. That and a real bow tie and you'll be set. Unfortunately, you will then be missing out on a teenage ritual: the embarrassing prom photo. With luck your date will wear something ridiculous so you'll have something to laugh about in 15 years.
