I don't know about the impact of buildings - I've been at Sungei Buloh, McRitchie under the jungle canopy, Changi Village, even Pulau Ubin - nice open and breezy, no buildings - and the weather is still heat shock inducing within hours. My apologies, I thought for some reason you were Singaporean... In any case in jokes aren't great in general conversation. Macmillan abolished national service and was responsible (in part) for the accelerated independance of SG through his focus on a united Europe at the expense of the Commonwealth.
