Just went through this for the 1st time myself, albeit too late for you.
Even so, it's virtually impossible to get a straight answer out of any US exporter, and most don't even know nor seem to care about CITES. Some shipments get through I suspect. border services didn't know squat about it, FedEx international shipping knew even less, and it took the head of Cdn CITES to set me straight and get the right info before I ordered a watch with a reptilian strap.
Not much has changed since your initial problem importing things covered by CITES. FWIW the websites on both sides of the border, and the CITES site, are all an adventure in trying to understand legal jargon and references to other laws...it's a veritable minefield to find any straightforward answer.
