Looking for places to shop on the east coast DC metro area for tall people. By that people who are 6'3" and over.

Or would those sizes merit custom clothing?

You are being quite vague. What kind of clothing are you looking for? Dress shirts? Sport Coats? T-shirts?

Well in my area the selection is pretty low for tall people. Find something you like and find it is XL only but no XLT T=tall

I'm 6' 4" and I do pretty much all my shopping online:

T-shirts/Long sleeves: J. Crew - Large tall (website only)

Button downs: Brooks Brothers luxury slim fit, Kent Wang MTM (J. Crew also has some large-tall ones that aren't bad one sale, but the collars are crappy)

I feel like the other categories are easier, but if you have any specific categories/items you are having difficulty finding, feel free.

I'm 6'8" and can still ind some stuff to fit although my height comes from my legs so its a pain to get clothes to fit. I get my shirts from Charles Thyrwitt (38" sleeve), my jeans from Hiut Denim (custom fit as I have 39" legs) although I only have 11.5 in shoes. In the states, you appear to have so much more choice; JC Penny is a good start for Dockers (which they won't sell to me over here), and there appears to be more choice over the pond in general, with the average joe getting taller anyway! ;)

In your height, I am sorry but the best advice is go all bespoke.

6"4" you should find it easy enough. I'm 6"6" and find plenty enough though depends on your inseam and sleeve length.

I'm 36 inseam and eton shirts slim fit are spot on.

Tommy Hilfigir jeans.

Suits easy to get, 44L.

Shoes 14D, get AEs or rock ports depending on budget.

This. I'm 6'5" with an athletic build, and used to try and make OTR work. I'm not fighting that battle anymore. I haven't gone full bespoke, depending on how you define it, but between Luxire and MyTailor I've been more than happy with shirts, trousers, suits, etc. I think if you can get over the initial process of dialing in your fit, you'll be significantly happier in the long run.

My two euros.

Concurred, it really depends how picky you are. Plus some online MTM company are very affordable these days.
