Not even close...The tam is over the wrong ear; he's wearing a woman's tartan skirt not a kilt and if it were a kilt it would be way too short and on backwards--pleats are not worn to the front; he is wearing over-the-calf socks not kilt hose and they are white (to match his undies presumably). I know the quote was a joke...as is he...but the images weren't particularly creepy or sartorial.
