Maybe something that randomly inserts paragraph breaks? You could put them in the middle of sentences, even.

The guy reminds of a famous poster on the arstechnica message boards (from when I still posted there). He would just write seemingly random stories and anecdotes that he felt were related to the topic of the thread. He's probably not a troll, and is most likely on some medication. Edit: I think the handle of that guy on arstechnica was "blath", for anyone else who might have posted there.
