Tongue pads

I have a lower instep on my left foot than on the right one. In a store I tried with a shoe tongue pad on the left shoe's tongue. It worked. However, do these filt tongue pads last as long as the shoe or do you have to switch the pads for new ones every few months, or?

Doubtful that they would last but surely no great deal (or cost) to keep a spare set? I wouldn't fret about it if that enables you to buy and comfortably your choice of footwear.

Well I did try one C&J last (360) in which I had no heel problems. Unfortunately the front of the foot was too roomy. So if I have to change tongue pads in 5 pairs of shoes every 4 months, that will add up and be annoying especially as tongue pads seem to be very expensive in Europe (5 dollars on amazon uk) compared to what I find on US sites like this one (0,4 dollars): http://www.feetrelief.com/feetrelief/arch_support_accessories.htm Still cheapest though, even with postage at around 14 dollars, so I could just hamster a lot, but if it gets above a certain price, I'll have to pay VAT in Europe in order to get the package on top.

So I am concerned of how often one has to change the tongue pads, because alternative I could continue to search for shoes with the right fit to hold both my heels in place.

No need to change them. i have tongue pads in a pair of two year old shoes and there is no appreciable wear that would necessitate replacement.
