Tapered pants and lace up shoes, need opinions

I recently bought an 1818 BB suit (Regeant), Navy blue, pin stripe, classic, etc., and the suit pants are slightly tapered (which isn't a big issue with me). The pant leg hem is no cuff, but it tends to bunch when i wear lace up oxfords with this suit.

Is there something I can do so that the pant leg bottom is not bunched up around the laces? Do I need to extend the hem?

Is there any fabric left in the leg seams that would allow the pants to be let out--in width--slightly? If they could be made even 1/2" wider at the cuff (and for balance, this would probably also be required at the knee)--and perhaps also slightly lengthened, you might be able to get your cuffs to hang more normally over your shoes. (A 1/2" width increase means a 1" diameter increase.)

By the way, pants will always be slightly tapered (or almost always). Thus, it's probably not the taper so much that's causing the problem, but rather the narrowness of the leg.
