I have a few older 2B suits that have very low lapels. Is it possible to have these taken to 3-button and have the lapels subsequently shortened? Has anyone undergone this procedure, and how was the outcome, if so?

Unfortunately, no. The lapels have a different internal construction from the rest of the front of the coat, and if you were to attempt that, eventually a 'breakpoint' would manifest as a crease between the original lapel and coat. One of the tailors here informed me that in response to my querying him whether a 3B could be 'converted' to a 3roll2 with some creative ironing - and that is certainly a less complicated operation than what you're suggesting. Also, were you to convert a 2B into a 3B by refolding the lapel and punching a new buttonhole, the collar would hang completely wrong, and the front of the jacket would be pulled towards the centre, ruining its fit.

I had a store SA suggest that a 2-button jacket could be converted to 3-button easily. Intuitively, I didn't think it would turn out well, so I passed on the suggestion.
