Shoes with cellulite?

Just received some new made in England shoes (rebranded Loake 1880) which seem to suffer from some strange "cellulite" effect in the leather, see pics. This effect is only visible when the leather is bent a bit, like it consists out of multiple layers and the top layer gets separated from the lower layer when bent.

I was wondering what causes this and if this is a sign of bad quality leather?

Yes to bad quality leather.

looks like 'corrected grain' ie: split hide with a sprayed on top coat.

Calf means it is not supposed to be corrected grain, if I understand correctly?

No. Full grain means not supposed to be corrected grain.

I believe your guess is right.

It looks as if the leather has a "backer" applied to give it more "body" which appears not to be very well bonded. So the two layers work against each other.

(A backer is an additional layer of either leather or some synthetic material glued over the entire area.).
