Charles is on a tour of former British colonies in West Africa. Is there a temperature or humidity level when it is ok to unbutton your DB?

Also from the same trip, here's a great style showdown:

I tend to unbutton my DB's when I'm warm, regardless of the temperature or season.

No, I believe it's a hereditary level brought about by the fact that he will eventually be inheriting a throne along with titular domain over the 16 countries that make up the Commonwealth Realm.

Yah looks pretty hot there. As for the second one, always unbutton when you sitdown, unless if you're a newscaster on TV I guess.

The jacket seems to be linen and somewhat unstructured so I think he is wearing more like a cardigan than a proper sportjacket. He has stuff in the pockets and this seems to be his "dress down" mode. The gentleman in the second picture looks and dresses like Andre Leon Talley but with a little more oomph.
