Do you think there's a personality the wearer and a sassy (not sure if that's the right word) occasion required for peaked lapels?

that is definitely not the right word. Especially not a word a quarterback would use.

In my book, peaked = great for everything except interviews and funerals.

Double-breasted or three-piece with peak lapels=money in the bank.
Two-piece single-breasted with peak lapels=meh.
Peak-lapel sport coat=no.
