I wouldn't call him a hack, but having commercially successful movies doesn't mean they're good cinema, and excluding Super 8 all his movies have been sequels.

I think you're approaching this the wrong way: blockbuster films are explicitly money-making pop art. Having artistic merit outside of that is merely gravy. I don't know or care what started this from Turk but he makes engaging and pretty movies. That's what's asked of him.

Maybe a hack is someone who just wants to unironically make Hot Tub Time Machine and Sharknado sequels. But good pop, whether it is movie, music or books is pretty hard to make.
