They take out VAT, but it may hit customs. I think it's about 10%. If they take 20% VAT and has free shipping even they charge you 10% import tax it's still cheaper.

Does Krane even make a size 34? I like the bomber but the smallest I've seen has been has been 36.

I haven't seen any size 36 myself, but I just tried on a size 38 coat yesterday and it fit me quite well. It was a bit roomy, but I'm pretty sure a size 36 should fit you pretty well, since I mostly fit in size XS in everything else.
