Lumpy chinos. Nature of the beast?

Forgive my ignorance. I own exactly two pairs of chino's. Both from j.crew. I noticed that no matter how well I iron them, the material ends up lumpy (not flat like wool pants) even with ironing followed by hanging. Please see photo (it's most prominent just above the center).

My question is: Is this a j.crew thing or is this just the nature of chino cloth?

I'm not a fan of it. But I like the pants otherwise. I'm trying to understand if this is just a quality problem, or if I should expect this from any brand.
